Being a 69′ I would say it is the lead dress on the Vibrato circuit. The usual
way to fix it is to pull the wires that connect to the vibrato speed and
intensity controls away from the tone controls, bunch up the leads which to to
the components on the eyelet board. Then place a .022mfd630 volt cap across
the 10 meg resistor in the vibrato circuit.
